JAMES X. DEMPSEY
is currently Policy Director at the Center
for Democracy and Technology. He was Deputy Director
of the Center
for National Security Studies from 1995-1996. Previously,
from 1985-1994, Dempsey worked for Senator Don Edwards as
assistant counsel to the House Judiciary Subcommittee on

DAVID
COLE,
Law
Professor at Georgetown Law School, served as a law clerk
in the US Court of Appeals for the Third Circuit and then
became a staff attorney for the Center
for Constitutional Rights litigating a number of major
First Amendment cases. Professor Cole has received numerous
awards for his civil rights and civil liberties work.
